[opal_migration_leads] one workflow for receiving item at time of ordering

Hi all-
At our "work day" last week, we discussed that a number of OPAL libraries
actually put in order and item information together at the time they
receive items. This is not a workflow that Ex Libris normally expects many
libraries to use though, so it wasn't well documented. Laney Knight has
written up a procedure, which I have run through several times, that seems
to work well for us. I'm attaching the link to the original that Laney
wrote up, and a slightly adapted version that is specific to JCU with a few
extra comments added.
