[opal_migration_leads] labels for resource sharing?

Hi all -
Has anyone had any luck creating mediation rules to automatically apply
labels under certain circumstances (like a patron note is present, e.g.)?
We feel like we're doing exactly what was described, but it is not working.
Is this the correct set up???
